Refugee eligibility and admissibility
Refugees sponsored to Canada must meet some eligibility and admissibility requirements. Eligibility relates to whether the person is a refugee, and admissibility to criminality or other bars.

1.        How is a refugee eligible?
Refugees sponsored to Canada must meet the definition of either the Convention Refugee Abroad Class or the Country of Asylum Class, as well as some additional eligibility requirements.

The principal applicant (main refugee applicant in the application) must be found eligible by the immigration officer. As long as the principal applicant meets the eligibility requirements, the other members of the family dont have to be eligible.

Convention Refugee Abroad Class and Country of Asylum Class

Sponsored refugees must be a member of one of these two classes.

In either case the persons must:

be outside their country of origin
have no reasonable prospect, within a reasonable period of time, of a durable solution. This means that they cant integrate permanently where they are, cant return home safely and arent about to be resettled to another country.
Convention Refugee Abroad Class

Meet the definition of a Convention refugee, which means having a well-founded fear of persecution in the country of origin for reasons of race, religion, nationality, membership in a particular social group or political opinion
Country of Asylum Class

have been, and continue to be seriously and personally affected by civil or armed conflict or a massive violation of human rights in their country of nationality or habitual residence

Additional eligibility requirements

Privately sponsored refugees must also:

be outside of Canada
have a sponsoring group
If the sponsoring group is located outside of the province of Quebec, and applying through either the Group of 5 or Community Sponsor option, there is an additional eligibility requirement for the refugee:

documentary proof of refugee status issued by either the UNHCR or by the government of the country in which they are currently
For information about whether a document constitutes proof of refugee status contact the Refugee Sponsorship Training Program (RSTP).

Up to a maximum of 1,000 Syrian and Iraqi applicants are exempt from this requirement (valid until September 2017).
